Convergence law expected next year

The much-debated Convergence Bill, whose progress has been somewhat slowed due to delays with its sister legislation the Icasa Amendment Bill, can be expected to be promulgated early next year, Attorney Carla Raffinetti said yesterday.

However, before the Bill becomes fully operational, a number of measures, such as licensing conversions, must be in place and so it will probably take another couple of years before the full effect of the Bill comes into play, she added.
ICASA's future ADSL/broadband regulation needs the undersea cable/SAT3 investigation, ICASA says that ICASA's undersea cable investigation need the convergence bill in place and now the convergence bill needs the ICASA ammendment bill in place.
What next? :(
