I remember when cooking Tastic rice that you used 2.5 x the water than rice eg 2.5 cups water to 1 cup of rice. Now you have to put 6 cups of water to 1 cup of rice, cook for 20-25 mins, pour off excess water and server! Am I remembering wrong or has it really changed??
 
Both methods work.
The second method just saves you from having to rinse the rice. And is easier in my opinion. But you have to heat up more water so it may not be good for the environment
 
I do my own cooking and found this to work well:
Soak your price for at least half a day or for 3-4 hours - qty of water doesn't matter; it gets boiled off anyways....as long as the top of rice is always covered.....that's OK then. If soaked then average time for rice to cook is 20 - 30min, nice and soft. Now, a little trick - after you drain of the water, replace pot on stove for about 5 - 10 min on lowest temp setting - that dries up all excess water so the grains are nice & firm - not damp!
 
Use a microwave oven and the microwave recipe found on most packets of commercially available rice. Far less water and far less energy required.
