what is going on with international upload speeds?
Trying to upload files to work in USA and only get 3MB/s where I always get full line speed, around 27/30MB/s

Nothing to report, its the same routes Inbound and outbound, do you get the same sort of results to multiple servers on Speedtest?

And as usual our upload capacity is super under-utilised.

Coreix is the only one that gives me good download speeds, the rest are around 250~500Mbps, the uploads all hover between 30~80Mbps.

Yeah we did some virtual upgrades about a month ago and they've changed their licensing model. So was basically a bug.
