Cool trick instead of texting while driving

So I had this cool idea, wonder if someone what's to try it out?

You know when someone is texting while driving, its quite easy to see they are fumbling with one hand between their legs and constantly looking down at their lap. There are also trafficops going about and confiscating phones from people that talk or text while driving. So my idea is that you still fumble with your hand between your leg and look distracted but your are not texting, it is purely for pleasure. What will they confiscate then?
