Copy Raspberry Pi SD card to a new card

Some advice please.

I have Pi 4 with ubuntu server on 16GB SD card. all going well. I want to use a 64 or 128GB card.

Can you clone a card where the sizes are different, what program would you use. If not possible, what is the best way to migrate the setup on the 16GB to a new card. Can I maybe create an image of the existing card and then rewrite it or what are the options.

First read the SD card you want to copy to an image file, then pop the blank in and write the image you just created to the card. Then delete the image file when done.

Once set up, you can boot with the 64gb card and expand the partition to fill the card using
sudo raspi-config
...from the terminal (Raspbian)

Just to confirm, once the image is written to the 64GB card, I wont actually have a full 64GB card available until you run the raspi-config script.
