4 cores is better than 2. The frequency between the two is irrelevant as it won't make any difference. The more cores a cpu has the more powerful it is.
 
Depends on the architecture and use case of said CPU. Unless it's for a low power usage case quad core is probably a minimum.

It makes a difference to single threaded performance assuming it's the same architecture.

So is a i7 quad core at 1.8ghz better then an i5 2.8ghz dual core with the turbo? I'm new to this and in the market for a new laptop hence the question?

Well... now you throwing expense into the mix.

If you have heavy applications like Photoshop then it would make sense to go with an i7, but even an i5 can manage.

An i5 is a pretty powerful chip and I would only go with an i7 if I used heavy applications, like Photoshop.

Summary: Is an i7 worth the money if you don't use heavy applications? nope.

it all depends what cpu it is

but s quad i7 will probaly beat anything under it,unless a newer faster i7


what is your budget your looking at,also picking up 2nd hand will be alot cheaper :)
