Here comes a controversial opinion, sorry. From a traditionally African perspective, which is paternalistic and feudal, what the western mind perceives as corrupt is just business as usual. The African tribal paradigm is intrinsically corrupt.

But which Western minds? The arms manufacturers, first world companies, are happy to engage in bribery and corruption to sell their product. They do it anywhere they operate. In fact many business regulations and oversight have come about because businesses engage in corruption if they aren't being watched.

Corruption will exist as long as greed does. It is universal.

The difference here is that is it rooted deep in our governments. It is easier to list the members who have had no dubious activities than it is to list the ones who have done so.
