I would not mind being stuck in traffic especially if the blue light brigades can't force their way through either.
 
If everyone drives 50-60km\h then no one is breaking any laws and it will still back the highway up like a mofo.

Minimum speed on most sections of the highway is supposed to be 80, but yeah, it is hardly enforced by the cops.

Are there signs?
I dont drive on the N1 much anymore but as far as I know there is no legislated minimum speed but if there is a blue sign then thats the minimum.

But like you said it will be hard to prove someone was driving too slow.
 
Okay, let me get this straight. Illegal strikes and closing of roads can occur without permission. No-one is arrested When the 'middle-class' and unions want to have a very long vehicle convoy. No permission is granted. Screw this. Let's do it in anyway. What are they going to do? Arrest everyone?
