Could someone please explain what this means?

After running a speed test on the Stanford site I receive a report which includes the following information:

This connection is sender limited 81.57% of the time.
This connection is network limited 18.16% of the time.

I,unfortunately,have no idea what this means although it would seem to me as though some form of limiting(shaping???) is talking place both from my pc's side as well as from my ISP side(Telkom)

Could any of you gurus out there please explain this to me in language that I will be able to understand.:confused::p
 
They are telling you that it is not their network that is slow but its yours.
