Could weak power cause an ADSL modem to drop connection?

We've been having power problems in the past week. The power is now on, but it seems weak. My ADSL modem keeps loosing it's connection (have to reboot it to resync) and my monitor seems to be 'conducting' power. When I run my finger over it i can feel a current... (CRT monitor)
