Anyone in Capetown, connecting to ESR2 CAPETOWN having connectivity problems, local and internationally? quite noticably high packetloss?

edit: reason im asking, I think alot of the issues raised with ADSL, in Capetown, is related to this ESR. Today I did tests on our IS accounts from that ESR and our Bellville ESR and the results is completely opposite. Bellvile ESR3 had no issues, perfect international aswell as local speeds whereas the Capetown ESR2 results show horrible international and local speeds including up to 50% packetloss.
