Crazy issue with my HP Laptop

So I push SHIFT+2 for the @ sign and " comes up
If I push SHIFT+ " then the @ sign comes up

WTF???
I tried to change the keyboard from US- UK No luck please help.

Had a similar problem on one of my old desktops. Never really bothered.

Change the location, from UK - US
Language that is South African English - US
