Create bootable USB portable SSD

I have been told that Windows 10 will not boot from an external USB drive. I have seen software that appears to overcome the problem (WintoUsb and Rufus)
I would like to clone my current WD 240Gb ssd to my new SanDisk 1tb portable USB SSD, and then disconnect the old one and boot from the new drive.
Is this possible? TIA

Why?
 
Firstly the new drive is USB3.1 and the current one is SATA 2 which is a bit slower. Second, it is Way bigger (1tb vs 240Gb)
I'm not a boffin, hence my post asking for information
 
Can you not just remove the SSD from the enclosure and slap it in the laptop?
 
your internal disk is sata2? and you want to boot from a portable usb3.1 device? what generation is your usb bus? if 2, you're wasting your time.
iirc transfer speed on sata2 is 3gbps and usb2 ~500mbps

Gotcha. Just trying to figure out your reason for wanting to boot from external instead of just replacing the drive in the machine.

Saw another post and it’s a laptop. Just replacing the existing drive with an SSD is going to annihilate the performance you think a 3.1 external might give you. Recently replaced the dodgy mechanical drive in my wife’s laptop with a WD SSD and she’s on her desktop in around 10 seconds.

If you’re just after storage capacity, keep the 3.1, but only for storage. Replace the drive in the laptop with an SSD (small drives are stupidly cheap these days, and you don’t need much if all you want to load is the OS).

Can I migrate everything EXCEPT for windows from old to new drives? IOW, have only the OS on the small drive
