I use run an apache webserver on windows as a test server at home while I was dabbling with PHP I made it public for a little while and it was quite easy to setup you have to RTFM though all the documentation is available on the Apache site.

my preferred server distro of choice... works extremely well, easy to set up and maintain, and doesn't cost an arm and leg.
Download WAMP (Windows Apache MySQL PHP).
Get Drupal as framework, or if you have your own pages, just dump it in the www directory.
Remember to open your firewall for port 80 (http) or 443 (https), and forward ports on your router.
