Does anyone have any suggestions for creating a Wi-Fi HotSpot type environment within a town-house complex?

I have 4meg incoming ADSL and I have three neighbours who want a slice of the pie, so to speak.

My issues are:
1) Authentication / Security
2) Bandwidth / Cap allocation

I don't need to go for credit card billing or anything like that, just a simple situation where for example R XX wil get 1 Gig Access at 384.

Suggestions?

It's illegal to make money off a hotspot without a license, yes. ICASA also made a new law concerning wifi hotspots. Something like a R1000 application fee and then some other regulations.

Beyond that, you have two options: IPCOP or Shorewall server, or you can try a commercial wifi hotspot router (costs around R6000). The Linux method is cheaper but requires the initial effort.
