Critical issue - Line speed after fault

Today a techie came around to attend to a fault (on the voice line - lots of noise, can't receive calls etc.) which I chalked up to the terrible weather yesterday. However now it looks like he has attended to the fault (there is still some noise on the line, but not too bad) but the internet can no longer sync at 4 Mbps.

It syncs at random speeds (> 1500 kpbs) with a low noise margin (slightly above 6db), what do I do now fellow MyBroadband think-tank members, do I say the fault has not been resolved and attempt to explain this to a call centre agent. Before these events, yesterday, the line was working perfectly at 4 Mbps. :confused:
 
Normally when you get odd sync rates its a blown POTS filter the weather could have blown it.
