Implementation staff.. basically some domains require DevOps person to read manuals and implement the technology (configure and test, raise bug/defect/short coming to appropriate stakeholders).

You find this in fintech, cloud tech takeon, etc customers don’t always want the staff overhead other than the product manager +/- Business systems analyst/architect as they then can write off the staff overhead cost on a per project or S&M basis and doesn’t show up as liability unlike staff.
