Here is a conversation I just had with Cybersmart support. Make your own minds up:

Me: Hi, my ADSL line is slow. Checked my router and it is only syncing at 384k instead of 4M
Zibu: Telkom are working on a problem. You will experience slow browsing due to a fault to Amsterdam
Me: I don't think you were listening. My line is syncing at 384k instead of 4M. That would be a problem to my loca exchange and nothing to do with the international connectivity problems.
Zibu: Can you email me your Speedtest.net results.
Me: Once again, my router is showing that my line is syncing at 384K instead of 4M. Yes, speedtest.net shows 0,3Mbps instead of over 3, but the problem is due to my line syncing at a low speed.
Zibu: We will have to log a call with Telkom.
Me: Goodbye (or words to that effect)
