Why would Dakar want to come to Africa again. I thought they are happy there in South America

Did Dakar ever leave Africa? Didn’t know African cities were migrants too.
It’s organizational reasons apparently:
Turning to a potential return to Africa, Lavigne told AFP that worsening austerity in Argentina and Chile, coupled with general difficulties hosting the Dakar in South America meant other avenues were being pursued.
"We already have some avenues open, notably in Algeria, Angola and Namibia, where we've had very high-level talks with for several months," said Lavigne.
"If we can no longer host it in South America, we must find countries that have a topography that can offer up 10-12 days of competition," Lavigne said.

Peru at least had the best terrain imo. Bolivia wasn't bad but I was not a fan of the WRC-style stages in Argentina.
Southern Africa would be a fine host. Could get, Namibia, Botswana, SA, Zim, Lesotho, Angola and Moz involved for variety as well.
The Kalahari, greenery of Angola and Moz, finish in the Lesotho highlands.
