data/minutes rollover error

I am on a vodacom smart s contract. I have noticed that even though my data rolls over and so does my sms and minutes, they do not get used first. Vodacom uses my new data minutes etc. This makes no sense.
I have checked with my brother and a friend who are on the same contract & they have the same problem.

what gives.

that has been discussed before. VC simply says they have a contractual obligation to provide you X amount of calls, data,....
If you don't use it it is not their problem, nor fault, so they lob it on after the new allocation.
 
The 'explanation' I got was that it's a Business rule. As if I'm supposed to say Oh that makes total sense.. Not
