Anybody tested it ?
Leave on or use tv USB so it goes off at night?
Change refresh of pics when off?
Change pics to low res?
Remove weather and time from screen?
Any ideas as we on limited data contract.

Never tested one specifically while off, but if you're on limited data I'd rather just plug it into the TV.
FWIW, my Google Nest Hub which also does images and weather etc while idle, has used 312MB in the last 3 months or so.

Think I should do that. My Tv Usb is on when tv is off so perfect.
Just the reboot delay. Maybe it reboots when tv goes on and on antenna feed ?

Use the Google Home App to change those settings.

Set the background image to refresh every 10 minutes and not every minute. Saves data.
Use the Beta feature to reduce bandwidth consumption.

You can remove weather etc from the App too. Data usage depends on what you watch and how long you watch it.

You can usually lower the video payback resolution in the App you cast from. Like Netflix. Go into Netflix and change it there.

Check your data to get an idea how the consumption is.
