Anyone know much about them?

Dealer wants to charge a compulsory fee for Datadot, as it is legislation in this country. All well and good - but when I check the Datadot site, it was made compulsory in September 2012.

As the car I'm looking at is 2013, one would think it already has and they've double charging?
 
Is it compulsory for new cars? I thought only for 2nd hand?

Legislation was enacted under the National Road Traffic Act, 1996 which made it compulsory from September 2012 that manufactured and imported vehicles have to be fitted with microdots. A further Regulation under the National Traffic Act, namely Regulation 337B set out that when a vehicle is flagged for police clearance that this vehicle must be microdotted.
It is the owner of the vehicles responsibility to ensure that their vehicle is microdotted in accordance with this regulation, with the clearance certificate not being issued without compliance with this Regulation.
Furthermore all vehicles are required to clear a Roadworthy and Police Clearance check (known as an ‘RPC’) should:

The ownership of the vehicle have changed
The colour of the vehicle have changed
The engine be replaced

Police clearance certificates are generally required if:

The vehicle has previously been reported stolen and then recovered
If the engine or chassis number differs from the number on the registration certificate (even by one digit)
If no documentation is received from the previous owner of the vehicle.
 
I didn't have to do datadot on my second hand cruze from 2013, but I had to do it on my new Spark
