yes they probably have not heard of "under promise and over delliver", I believe tehy work on the "over promise and under deliver" principle.

is anyone else having problems with torrents on IS?

downloading a file with 8 high u/l seeds and 36 peers, 4mbit connection is maxing out at +- 4kb/s
