Register with a forex broker that has Eth, Bitcoin and use MT4.

I don't know about any Windows programs but https://cryptowat.ch/ is the most extensive site I've come across.

You can click on any pair to view more detailed data, exchange order books etc.

Should be 24 hours. The change values are so I assume the graphs are too.
