I have a tru serv with hetzner running windows server 2003, I would like to find out though, as they do not provide monitoring services though is their a program I can use to monitor the server and say when its down and reason etc for this

I know of event viewer but am actually more interested in non responsive though
 
Yes. There are many different ways of doing this, but the best is to monitor the server from outside their network to help warn you when their network is down as well.
Running a program on your PC is also an option, but then you'll get false alarms when your internet goes down, or no alarms when your PC is off.

I recommend using something like Pingdom.com or Alertra.com, these are off the shelf solutions that are really easy to configure and include a sms service (pay for credits). If you want to go for something cheaper then you can use Google App Engine with their server monitor app. There is also the Nagios/Icinga route, but that takes a lot of configuration and a custom install of a monitoring server. If you need more information you can PM me. We have a monitoring system setup and can add you to that system.
