Dell laptop - plugged in, not charging??

I have a Dell 6430, yesterday got a notification on the battery icon: Plugged in, not charging. The power supply/charger is 3rd party Astrum, has been working fine for a few years. Mains power LED on the charger is lit up, but when I put a meter on the output plug there is no voltage. The plug itself is unusual - it has a very slim central pin, which Iunderstand is a data/sense pin. Does this plug confirm the presence of a battery/load before enabling the output on the power supply/charger or does it just output voltage the same as any other charger/plug combination?

I experience that occasionally (E6530), fortunately not too often. First noname replacement of the original charger after a few months I received that notification, and so I purchased an Astrum. This too gave the error after a long period without issues, when it started again the noname ran fine, so I kept it for over a year. Issue once again, and the same Astrum is running fine, the noname does work as well.

This time it turned out that the clover plug was flaky, despite the LED on the powerbrick.

Ja it's very odd - I checked BIOS settings, plugged/unplugged everything a few times and the notification went from '84%, not charging' to 'Fully charged' and has stayed like that for the last few hours.....

Apparently the issue is on the motherboard in the charging circuit with a mosfet or some other component.
There's a YouTube video with an Indian guy doing the repair. If I remember correctly it's not in English, but he draws where the issue is.

@Vis1/0N - are you able to test and confirm whether voltage output voltage is present at the charger's plug, without it being plugged into the laptop? That would at least give me a start on where to look for the problem.

Sorry, only saw the message today. Yes - without connecting to the laptop, the Astrum is outputting 19.69V. The Astrum charger is 65W CL410 and according the SonOff POW R2 the load is 45W (90% State of charge). The noname (not carried with me) supplied a full 90W on a depleted battery in previous tests.
