So widespread adoption of armoured vehicles are the next step in our deteriorating wreck of a country.

Pre-1994, if the murder rate even hit half of what it is today, the government would have declared a civil war and deployed both police and military locally to put and end to it. For today's generation, murder rates like this is pretty normal. Maybe toss in an armored vehicle here or there to try and extend your life, but hey, they are accepting this as they have been forced to believe that it is just normal crime.
