Design an ipad app

I wish to design a non-profit app that will do the following:
Enter new users, input scores, tally scores and save as an excel spreadsheet.

While its not a complicated app that i wish to design i have only a little bit of basic java coding experience, is it quite hard to develop apps for the ipad? Is there some form of builder that i can use.

Can you only create apps on a mac?

You need XCode, and a Mac (or hackintosh) yes. You also need to learn objective-c. It is fairly hard, but if you understand some Java you might learn it quickly.

If you have the required Xcode and Hackintosh/Mac then you can also consider a mobile framework like Titanium Appcelerator (converts Javascript into native iOS/Android code). It will be a lot quicker to learn than objective C, and should be fine for a simple app like you envision.
