Determining the cellular provider from a cell number

Hi

A while back I found a website ( I think via this forum ) which allowed me to input a cell number (RSA) and it would show which network it was on. Does anyone know of a site I can look at?

Seeing that it is old number, I think he means it belongs to someone else now.
