Diablo 3 ladders

Last I played Diablo 3 was back in 2012. I'm taking a break from Neverwinter, and decided to reinstall D3. So much has changed in the game, I decided to start with a brand new character.

Now, I have a couple of questions regarding the ladder system:
1.) Is this only for folk with the Reaper of Souls expansion?
2.) Are the ladders up and running yet?
3.) If so, how do you access them?

Not a ladder question but...

4.) I felt that I burnt my fingers by purchasing Diablo 3 when it launched. Downloading the 12Gb's worth of changes, I understand the game is now almost a complete rewrite. Tell me, is it worth getting the Reaper of Souls expansion?

1.) I'd think so yes, whats the point of a ladder if you can't get to the top of it(ie level 70)
2.) Nope, will come with the next patch 2.1.0 which will happen soon™
4.) Everyone will have their own opinion here, but the game is certainly in a much better place than where it was in 2012, for me it was way worth it

RoS is definitely, definitely worth it.

If you bought reaper of souls the patch update would not have been so big (CD download)
