Probably because Paul Kruger was a staunch anti-Afrikaans supporter. He imposed a 10 pound fine to any teacher who taught Afrikaans in the ZAR.

In those days, you spoke Afrikaans, but reading and writing was done in Dutch. The official communications in government was Dutch.
