Kaapstad. – ’n Hersieningskommissie moet die toekoms van die nege provinsies ondersoek, het afgevaardigdes op die ANC se afgelope beraad oor provinsiale en munisipale regering besluit.

Mnr. Brian Sokutu, ANC-woordvoerder, het gister bevestig die na*sionale uitvoerende komitee (NUK) sal die beraad se besluit op sy volgende vergadering bespreek en ’n finale aanbeveling aan pres. Jacob Zuma doen.

Luidens die besprekingsdokumente van die beraad, wat Saterdag in Midrand afgesluit is, moet die ondersoek bepaal of daar van provinsies ontslae geraak, die getal provinsies verminder moet word en of die huidige struktuur behoue moet bly.

’n Voorlopige tydrooster bepaal dat die kommissie in Februarie aangestel sal word en ’n jaar lank navorsing oor dié “uiters emosionele en omstrede kwessie” sal doen. ’n Witskrif oor provinsiale en plaaslike regering sal teen April 2012 volg, waarna die ANC met ander politieke partye daaroor sal vergader.

Luidens die tydrooster voorsien die ANC dat voorgenome wysigings aan die Grondwet en ander wetgewing al teen Oktober 2013 – nege maande voor die volgende algemene verkiesing – afgehandel sal wees.

Die ANC voer aan die hersieningsproses is noodsaaklik, onder meer weens gebrekkige dienslewering en ondoeltreffendheid op provinsiale en munisipale regeringsvlak.

* Die ANC se grootste beswaar is dat hy van swak provinsiale regerings afhanklik is om nasionale regeringsbeleid (dit is die ANC se beleidsbesluite) in werking te stel.


So bestee provinsiale regerings bykans twee derdes van hul begrotings aan onderwys, gesondheid en maatskaplike dienste, maar dienslewering is meestal “onstabiel”. Dit hou gevolglik ’n “institusionele risiko in vir die stelsel en vir die ANC-regering se beleidsbesluite”.

* Provinsiale regerings misluk meestal om munisipaliteite te ondersteun omdat die provinsiale departemente vir samewerkende regering se personeel nie die nodige vaardighede en kennis het nie.


Die ANC erken die hersieningsproses se geloofwaardigheid is kritiek “en dat die kwessies veel wyer strek as net een politieke party se belange”.

’n Inklusiewe, deursigtige proses moet soveel moontlik politieke, maatskaplike en ekonomiese standpunte en die breë publiek betrek.

Tipies van 'n Afrika regering, sodra hulle sien hulle verloor bietjies mag dan doen hulle alles in hulle vermoë om dit te probeer behou. Ek laat my nie vertel dat hierdie niks uit te waar het met die feit dat die DA die Weskaap besit nie.

While I like the idea (provincial governments are just there for job creation!) it probably also has to do with the fact that the ANC would like to centralise things a bit (a lot!) more.
 
I too think the ANC will start to consider this even more seriously if more provinces come under threat from the DA. The idea to scrap provinces was a good one... which was apparently discussed a while ago. The multi-sphere government system we have now is such that the 'best' people are at national followed by province & then at the bottom of the barrel we have municipalities. It is at the lowest level where actual delivery is meant to occur, but because this sphere is also occupied by the most incompetent of all the spheres delivery suffers.

Ek stem 100% saam. Hulle mis die Wes Kaap en wil dit terug he. Die maklikste manier om dit te doen is om te se fine, ons maak die provinsies minder en meld die Wes Kaap saam met die Oos Kaap byvoordbeeld en siedaar...daar het hulle die Wes Kaap weer terug. Blerrie d0nders!!!!! TSEK!

Do not for a moment think that provincial govts have more capacity than local govts !!
 
Yeah the true test of a democracy is when the ruling party gets voted out. Given their reaction to the Western Cape being DA controlled, clearly they are bad losers.

What do you mean? I'm talking skills here... local municipalities are unable to employ qualified CFO's or engineers while at provincial such people are employed/employable. Do you think an ANC cadre prefers local to provincial deployment?

If ever they lost a (national) election, Kenya's post-election violence would have nothing on this country.

Just cast your mind back to the ANC supporters outside the courts when the (now) President was on trial for rape, etc.

I speak from experience. Provinces are filled with useless idiots, more so than local govts. The reason? They have no real function, considering the powers given to local municipalities.

I was under the impression that our constitution gives a lot of power to provincial government. IIRC, wrt some laws the provincial government can decide on the laws and national government don't have a say.

Have you ever noticed that its only underdeveloped countries that have a centralised government with the exception of France.

I wish we could have a Federal government.

I don't think it would ever come to that. When (if!) the ANC starts to really lose support you'll see an intimidation campaign that would make Mugabe blush. They'll never allow it to go that far.

Oh, and one other thing: I love it when the ANC says "We need to take back the Cape!" Especially when you consider that they never took it legitimately in the first place! It was the back-stabbing Nats that handed it to them on a silver platter. How can they take something back that they never had in the first place?
 
die idiote!! hoekom het hulle in die eerste plek in '94 of '95 die provinsies meer gemaak???

Dit was om die tuislande te akkomodeer, daar was in 94 al gewaarsku dat 9 provinsies nie vatbaar is nie en totaal en al onnodig is, maar daar was nie geluister nie. Op hierdie stadium is die politiek so gedraai dat die DA nooit vir hierdie idee sal staan nie al is dit ter wille van die beste oplossing van die land.

I don't think that SA can sustain 9 provinces, but imagine how Cosatu will react if there is a lot of job creation lost, for example the department of education in Mpumalanga has already been integrated into the Gauteng one. I wonder what they ANC would call these provinces though ?:D Surely Transvaal, Natal, Freestate and Cape province will be out of the question
 
Who would they lose it a national election to? The best strategy DA could have is make the Western Cape the best possible province for ALL of it's residence I hope other provinces notice that the changes aren't just benefitting the haves.

pft, just another African blaming the white man and refusing to accept accountability and responsibility. - Nothing new. And he even accuses the black people .....
 
So how many is it going to be?
I guess it has to do with rate payer to non rate payer? I guess they feel that muni's like Ekhuruleni can carry more.
 
I don't care what the ANC or ANYONE outside the province want... I will fight for it rather than the ANC destroy it
The only possible benefit of it happening.. would be that the DA getting the "whole Cape Province" at election.. in time

But because the ANC are such scums as sore losers.. I will be in line to defend it... and they will be the losers (rant over.. :D)

Dis hoekom hulle dit wil doen. Hulle wil al die provinsies beheer.
