I've become confused about what a solid-stripes-solid marking in the middle of the highway is meant to mean, and how it differs from only having a solid white line. Both mean you're not supposed to cross the centre, right?

If it's solid on your side and dashed on the other it means the opposite lane is allowed to overtake and you're not. The reverse is true if the dashed line is on your side.
Oh and, you bought your license where?
And if its dashed in the middle and solid on both the sides like the OP asks? Get it on N1 north of Polokwane for example.

Solid line = not allowed to cross.
a) If on your side then you're not allowed to cross.
b) If both sides i.e. solid on both sides with a dashed line between them, then obviously neither side allowed to cross.
c) If only a solid line i.e. single solid line with no dashed line then same as double solid with dashed in-between i.e. no crossing from either side.
So c) has the same effect as b) ? If so, what's the point of b) Not trying to be smart, I've asked a few people including local traffic officers and nobody can give me a reasonable explanation. I figure one of the bosses in Road Maintenance is the sole supplier of that rather pricey paint.

...except when first crossing a dashed one.All you have to know is that it's a solid line and you don't cross those.
Solid..dashed..solid lines are used to keep opposing trafic further apart. This is for those guys who can't keep in the centre of the lanes and/or the lanes are quite narrow.
