Yes, and i have already replaced the filters and the problem still persists

Is the phone line plug in to the adsl filter?

Restore adsl router to default.
What router are you using?
Try to change the phone maybe a short circuit?

this is normal,if you have 2 phone lines then plug your phone and router in def ports.the router needs the phone line to verify it's connection.
