I've seen a surge in the number of small operators entering the industry and providing FTTH options in specific communities. This is definitely a good thing, but it brings up a number of questions, especially around Open Access.

I called 2 of these operators and they all seem to accept the idea, however, I'm concerned that the price may exorbitant and thus not allow other operators entrance.

So my question is thus:
What is a "reasonable" price to charge another operator to provide data?

As an afterthought it would be great to create a "template" contract that estates/communities could use as a foundation when signing up to these providers. Is there anyone in the legal profession that would be willing to take up this task?

Currently all Open Access means is that anyone can use my infrastructure that I laid. There are no requirements for any prices whatsoever. That is how Telkom is operating and is the reason I suspect that only WebAfrica is offering a service with pretty average terms
