Disputing a traffic fine

One of our drivers (charter service) got a fine for "Transporting passengers without a permit" as well as one for "Permit not in vehicle".

Some background: We needed to transport some people around so I went to go apply for a temporary permit and the Dept of Transport. Got there at 9 completed the forms and paid. They told me to come back at three to pick the thing up. I told them "fine", but then just give me some sort of proof so I can give to my driver which he can then produce should he be pulled over. I had to do this because the people wanted to leave at 2, an hour before I were to pick up the permit.

My idea was that I'd send the permit through with one of the other vehicles which would have left shortly after 3 in the same direction

They gave me a receipt.

At Worcester he gets pulled over for "Transporting passengers without a permit", R2k as well as "Permit not in vehicle", R1k.

Surely this is a load of bull?

1. HTF can they fine you for not having something and then fine you for not having it with you???

2. Is there somewhere I can go dispute this because the driver showed them the receipt and told them if they hang on for an hour the actual permit would be there?
 
I think the first fee applies if you don't have the permit at all (R2k) and the second one applies if you have the permit, but it was not in the vehicle (R1k). It's the same if you don't have a driver's license, you have to show the license when you pay the fine, then they charge the lower amount.
You could go appeal it at some court, but I'm not sure about the jurisdiction and stuff.

It depends who you get pulled over by: My friend got pulled over a few hundred metres from where we were staying without his driver's license, and they refused to allow us to run and get it.
Once my sister was pulled over without her license, and the guy just gave her a warning.

I'm willing to pay the R1k, but the R2k one I'm going to fight for.

South Africa really need to get into the 21st century because if this was done electronically the traffic officials would have seen there's indeed a permit to transfer passengers issued.

Do I now have to go to a court in Worcester to talk to someone about this or can I go to any traffic department?
