Do ADSL users pay more for ordinary calls?
According to

people without ADSL pay 59.4 cents per minute but according to

http://www.telkom.co.za/common/pricelist/prices/local/TELKOMCLOSER_CALLING_PLANS.HTML

ADSL users pay 68.4 cents per minute.

Or am I reading this wrong?

The first link is standard rates. The second link is what you pay if you have a Telkom Closer Calling Plan

Your first link is to the standard call charges. Your second link is to the Closer plans. The Closer Plans have different charging structures, in exchange for a fixed fee per month. This is akin to cellphone contracts where your call rates differ according to the plan you are on.

The call charges on the Closer plans have not changed with the addition of the ADSL inclusions under Plans 4 and 5 - they are the same as Plan 3.

So you don't pay a different rate because you are an ADSL subscriber (or not), but because you are on one of the Closer plans.
