No, not if you get a LCD Panel without a tuner. No tuner no TV license.
Thats why Government is putting extra 7% tax on all LCD panels.
If have a DSTv decoder, by law, you require a tv license. That you have it connected to a monitor without a tuner is immaterial.

Your DSTV Decoder can receive a broadcast TV signal. Therefore you need a TV License for it.

Oh, it's actually a Radio & TV licence. Let's see those inspectors try get that one right.
Because all TV's already have a customs surcharge on them. This is to bring LCDs into line with that surcharge.
It has nothing to do with the requirement for TV Licenses.
