Thats why Government is putting extra 7% tax on all LCD panels.

If have a DSTv decoder, by law, you require a tv license. That you have it connected to a monitor without a tuner is immaterial.

I don't think that is true because that would mean you will need a lic to buy a decoder which is not the case.

It is true. Watching only pay-tv does not exempt you from the need for a tv license. I would suggest not checking for a license when you buy a decoder would be because a) the assumption would be that you have a tv to plug it in to, and thus a tv license, and b) would over-burden the retailers. TV sales are easy enough to monitor, and would suffice in 90% of cases.

Your DSTV Decoder can receive a broadcast TV signal. Therefore you need a TV License for it.

Because all TV's already have a customs surcharge on them. This is to bring LCDs into line with that surcharge.
It has nothing to do with the requirement for TV Licenses.

The requirement of a License for Radio only no longer exists. It was dropped more than ten years ago already.
It is only a TV License now (the radio fees are included with the TV, but they are basically a negligible fee).
If you only own a Radio, you do not need a TV License (and there is no such thing as a Radio License).
