Do ISPs get refunded when SEACOM is down?

If an ISP has bought capacity on SEACOM, will they still be charged full rate even though that capacity was unavailable for an extended period of time? I very much doubt that we will get reduced rates from our ISPs because of the downtime.
 
Why should we get reduced rates? Unless you have a service level agreement with your ISP and they haven't met the targets of that SLA, you are not entitled to a refund.

Consumer ADSL is provided on a "best effort" basis. Both by Telkom and the ISP. If you don't like their best effort you are welcome to try someone else.
