Do Vodacom throttle international networks?

Just wondering.

Certain websites load fast, while others are crawling. Some of my websites are inaccessible when using Vodacom, but when I log in with MTN or Telkomsa they are fine.

This happens quite a lot and then all if a sudden they are fine again on Vodacom.

This just made me wonder if Vodacom is throttling networks some times during the day...
 
I can confirm now that a large number of IPs from The Planet.com, which include Hostgator and a number of other companies are being throttled.

Speeds on these IPs are throttled down to maximum 2kb/s.

Why would this be necessary?, I really do hope it is not to limit or prevent competition from overseas hosting companies and businesses.

Most international sites load slower than SA ones. When you are in the UK, everything there is fast, but SA websites (I used Nedbank mainly) were painfully slow, reminding me of dial-up days
 
Further hosts will take longer..

Not all web servers have these 10000000gbps connections we all think they have like google or Facebook, some might only have upload speeds of 100mbps and the people closer to the hosts get preference.

Maybe it is just the way vodacom's cable runs because they are all different from telkom to vodacom to other ISP's
