Imagine this scenario: You pay an ISP for an account to access the Internet. Maybe (if you're in the U.S. or a few other countries) it's an unlimited account; you can use all the bandwidth you want. Maybe (in many countries, and from some providers in the U.S. now, too) it's a metered service account; the amount of data you transfer (both upstream and down) is measured and you get up to a certain limit (which can range from only a couple of gigabytes to more than two hundred) per month. If you go over the limit, you're charged extra.
