Speeds haven't really gotten much faster once the 3GHz barrier was hit back in 2002. The focus is now on the number of cores and more efficient core architecture.

Yes this is the case, because the maximum clock speed has been reached for the architecture.
Above 3GHz, transit time of electrons and other things begin to become a serious problem.
