I don't know if there is, but there should be an international zoo control organization with a code of standards for all zoos to comply with and if they don't, shut them down.
There are some wonderful zoos in the USA that concentrate more on the protection of species with captive breeding programs and where the animals have huge tracts of land to wander around in similar to their natural habitat. Even the caged animals have a large amount of freedom.
