Does anyone know how to release a com port

Is there anyway to release a com port from a program/diagnose what program is using the port?

I have had to do this before but can't remember what to do sorry
Do you by chance have any incomming network connections on the com ports? (under network connections)?

go to device manager and change the port to a different port number.
