Does Axxess Uncapped account Throttle ?

Hey all - I have a question. I've downloaded about a hundred gig's this month (mostly Online gaming + Steam games Bought). My supreme commander ping went from 300 odd to 560 when playing against people in the states. Now about 10 days later it's down to about 300 again. Do they have softcap or data roll over period at all ? or what's the explanation for this ? I'm using a 4MB line.
 
I've downloaded/uploaded about 30 - 40G with axxess uncapped, using a 4MB line and speeds have gone down badly, Youtube hasn't worked properly for the past 10+ days, i have to pause the videos and let it load completely before watching and these were horrible quality vids too. I can't remember where i read this but it was on another ISP's page (not the well known ISPs but a company I'd not heard of before) and they said that uncapped is not really uncapped because the ISP would lose a ton of money and once you reach certain points on the system regarding how many Gs you've downloaded, they cut your speed down bit by bit...kinda like what these guys have been saying.

My 4MB uncap shaped account is stuck and stuck. Nothing goes beyond 50k/s. Something very funny behind all this. TVU used to play very well but just from yesterday it doesnt want to move anymore. PPStream played for first few days then it doesnt go beyond 30k/s now. It is heavily shaped. Is the problem from the backbone or this is going to be the situation all the time?
 
Axxess Unshaped uses IS, which relies heavily on Seacom bandwidth. The link from SEACOM's end to Europe (SEA-ME-WE 4) is being repaired...which results in very poor internet.

Don't you people read? SEACOM is down. International is down. Only SAT3 providers have international. Axxess uses IS and IS uses Seacom. Internettie - e - downie -!!

Well according to them the seacom problem is fixed as of last night and I still can't do jack. Skype doesn't even work properly.

It seems to be a IS problem. I basically have 10kbs of international speed on a IS capped and uncapped account. For some strange reason IS is SUPER SLOW still.
 
My Axxess 4MB uncapped shapped is the worst account I have ever used. It gives you less then 50k when doing almost all my tasks! In other words, it Throttles like a hell! It shapes me to the ground even if I am only using it for internet streaming videos.
 
To be honest, i think it's still Seacom.

Afrihost / MWEB / Axxess are all still having issues... not to sure if MWEB uses Seacom though.
