Does ICASA regulate "corporate rates"

It is well known that the corporates get special treatment and discounts from the various telecoms companies (Fixed as well as mobile)

Does ICASA rule on these rates as well, or are these companies allowed to give discounts as they like and recover the "corporate losses" from the small guy and consumer?

Should these discounted rates not be made public so we can all see why the really big guys don't take Telkom etc on?

I'm sure the reason why the Big Guns are so quite when we are moaning about Telkom's rates is that they are indeed not being milked to the last drop.
 
/me seems to rember tekom being nailed by the competition commision about this exact thing and a woolworths contract.
So - it's not ICASA, cos ICASA will set the maximum allowed amount to charge, not the minimum amount.
Competition commission can only react to facts, and i'm pretty sure that teklom and these companies are not going to go around blabbing about "deals" like this.
And - once SNO is alive and kicking, competition commision will not be able to do anything about deals like this either.
But - yea - for ICASA to be able to effectively set the Maximum price, the details of the "kickback" that we must pay for to cover the contractual loss should be made public knowledge. In fact, all teklom's dealings should be public knowledge for proper ICASA decision making.

As far as I know, ICASA has no control over what 'special deals' Telkom gives to big customers.

As far as making the details of such 'special deals' public, I think this info could possible be accessed using the PAI Act. Certainly if the 'company' in question is government or partially government owned/run (such as a university).
