Does Imagine shape the heavy users?

I have exceeded my 30G cap by 1 or 2 gig the past 3 months, since the cap reset this month my download speed, even from ftp.is.co.za is around 15kbyte/s, it used to be 40kbyte/s. Does Imagine shape the heavy users?

I have not reached the 3G cap yet.

To answer - nope, we don't shape heavy users in any way. See if the speeds improve, and perhaps ask Telkom to investigate the line quality.
 
Speeds have not improved, I will have to see if the line quality suddenly changed because of new years eve.

My usage statistics is
447 MB 1263 MB 1710 MB
According to a squid proxy log which I run on my Linux desktop it should be 728M received of which 87 MB was locally cached. There are not other LAN users but me, my router password and ISP password is secure.

235 MB usage incurred on 31 December was also carried in to January, since I only disconnected the line at 23:40. I have sent Imagine an email to ask when is the best time to disconnect so that it does not happen again. I have not received a reply.

There has only been 6 days in this month and the cap has been used more than half way, half of which is unknown usage. Has anyone else had this problem? Can this be explained assuming my account is not being abused by someone else? Could the slower speeds I've been experiencing be a contributing factor?
 
I changed to another account and I receive 40kbyte/s from ftp.is.co.za and other locations. It is my understanding that is IS, (Imagine's service provider) rather than Imagine itself which shapes traffic.
