I want to add a new double door from our lounge to the garden. Currently there is only a small single window in the wall, would need to knock this out and replace with a much bigger double door.

Do you need plans for this?

short answer - no

long answer would include some regs, but the bottom line is still - no

 Excellent! Thanks

That said.
Go have a read here.
You might not need plans, but depending on scope and the domino effect, you might need permissions.
Also make sure the top part of the wall is supported with lintels or similar.

(Now that that is out of the way - the chances of you being singled out on infractions for transforming a window into a door on your own property is negligible to zero, just go for it.)

Just do it. Make sure that your lintel is long enough. 150mm overhang on either side of the opening will be fine.
