Does Telkom Internet (ISP) need to purchase IPC capacity ?

Seeing as ISP's need to buy IPC capacity from Telkom and this being the most expensive part if you break down the cost of ADSL my question is does Telkom Internet (ISP) also need to purchase IPC capacity from Telkom wholesale ?

With VDSL coming online the surge in IPC traffic is going to be astronomical putting pressure on ISP's to purchase even more IPC...if Telkom Internet has access to cheap/free IPC is this not anti-competitive ?

Yes - based on what ranger has said in the past, plus they operate under more stringent oversight because of the fear of complaints from other ISPs.

and the ability to push a button for an extra gigabit or two of IPC when they nearing capacity...who's going to know other than the network engineers?

SAIX actually treats Telkom Internet worse than the other ISPs. They weren't even allowed to offer uncapped for ages even though they wanted to due to all the restrictions.

Yet it would seem that currently they are offering what seems to be some of the best class home consumer uncapped products on the market.

That doesn't make much sense... SAIX is run by Telkom. How can Telkom treat itself worse? That doesn't make sense to me at all...

Telkom just paid over R400million in fines - don't think they will risk it again. Chevron is correct in that TI suck the hind tit - there are very strict checks and balances in place.

Doesnt afrihost sell data at R4 per gig?So R6 per gig is not the cheapest.
Not saying TI's the cheapest but we're apparently driving ISP's into bankruptcy at anything under R6/GB according to the thread I referenced.

The ISP's are in control of their own business models, if they offer it below cost not our problem

That's why I find the R6/GB figure suspect, TI is the last ISP I'd expect to see selling below cost.

apart from some comments about functionaly seperation I did`nt see any penalties or rulings related to IPC costs ? But it appears that you have a much better understanding to the ruling than me. Feel free to point me to the relevant information ?
