About 20 years ago I had a property in Durban with a telephone pole located right at the back of the property, which was used to distribute connections to the surrounding houses. I raised precisely this question with the powers-that-be at Telkom, as I was concerned about liability issues (the pole was vrot - Durban's wood borers). If I remember correctly, the whole thing devolved down to something about Telkom having permanent right-of-access to any property as necessary, to maintain and construct the national communications network, and so on. In other words, something like the wayleave agreements that are done when a pipeline has to be laid, or a rail spur has to be constructed - if you stand in the way, you property will be expropriated. So... I don't think charging rent for the use of your property to house their poles will go anywhere - there's some regulation, law or the other that gives them the right to do their own thing. To cut a long story short, at the end of the day they replaced the pole with another wooden one, I sold the property and it's now the new owner's problem...
